sudo launchctl load -wF /System/Library/LaunchDaemons/com.apple.locate.plist
If it doesn't help, try:
sudo launchctl stop com.apple.locate
sudo launchctl start com.apple.locate
other thing to try:
/usr/libexec/locate.updatedb
